What pokemons in Pokemon Vortex can learn the Electric move "Nose Glow"?

That attack was from v1-v2 which the version exclusive Pokémon Stantler (Christmas) could learn.

it is no longer available as that Pokémon is not available.

I have never heard of the move, and it doesn't exist in the main games either.
So unless it's an exclusive move for a Vortex exclusive Pokémon, I don't expect any Pokémon to be able to learn it.
