Because people have convinced themselves that by not being able to find legendaries, that the rare spawn pool (starters etc) become more common. During the Treevee event I reset gyms to only find rares, it seemed to have worked. As the odds to find a legendary are even with finding a rare... it would make sense that the legendary spawn would be substituted for the rare spawn.
