Answered Can't Get Kanto Legendaries

I have beaten every single thing in the Kanto region leaders and league but I did it before legendaries were in the game and I cannot get kanto legendaries now, I have access to Hoenn ones but not that Kanto ones so it isn't my account can anyone help?

You need to do the orange island gyms as well, they're bundled in with the requirements for Kanto legendaries.
