I would like to know how rare it actually is. If it is related to restoring an Arctovish, there should only be around 5. And 168 Arctovish Avatar in circulation You may or may not get them by restoring the pokemon(half-half chance). They can also be obtained through special auctions or through mystery boxes. Also there is no specific way to know who has these avatars. (And if you are new and don't know, avatars can't be traded.) (I don't think i left something) Hope it helps.
