If you look at the stats of the most recent rare Pokemon: https://www.pokemon-vortex.com/pokedex/zorua (hisuian) At the time of writing there are 1297 Zorua (Hisuian), and 77 of those are shiny which is 1/16.8. Normally you'd expect there to be less normals than variants because people are less likely to bother catching them, but it's a new Pokemon so not many are being skipped.
