I know that legendary pokemon itself are hard to find but i wanna know what legendary pokemons in vortex are "very very" hard to find?

all the legendary pokemon are equally rare.Its just a matter of luck that there are more/less of some relative to the others in the game

they are least because they have a alternate form also and it is very easy to get its alternate form

I have a water arceus but I don't know how much damage it does with its new move "judgment water" 

 

Does anyone know how it works and about how much damage it does?
