Please, Please change the timing in pokebay to where if it says it ends at 8:31 am its going to end at 8:31 am instead of 4:01 pm

  To my knowledge this only happens when you've put in the incorrect timezone for yourself.
  I've set my game to my own timezone, and have had no timing issues in Pokébay for a very long time.
