If you look at the wiki file for Route 16 then you will find that there is no record of a Zorua (Hisuian) or Zoroark (Hisuian) ever spawning

I thought you could only encounter a regional variant when you are in that region of sidequests (or maybe that only applies for Alola and Galar variants)
