Not currently. You cannot do that. However this might not be the case in v4.
You can however change the Explosion with some other attack in Change Attacks Option. Then change your first attack with Explosion again. This will cost you money. -

Celebi (Eternal) is not coming back because it is a fakemon and doesn't have much impact in Vortex unlike Darkrown which is loved by many. It was rejected along with
.gif "Stantler (Christmas)")
because most people disliked it and the Sprite was not so good and .gif "Giratina (Sky)")
which was actually a misconception and is same as Giratina (Origin).
