1)There is no specific rate system. Everyone can have their own rates. For example User A valuestwo unique pokemons while User B values it 4 unique pokemon. Therefore, there is independent based rate system.
2)Well you mostly get promo codes of some event like the oldest pikachu cosplays (e.g. and others) or of donations. Sometimes, if you win a giveaway held by vortex admins or staff, you get promo codes.
3) Event pokemons are those pokemons which are ultra rare. They are given out on special occasions, but you have to do some task for them (e.g. We have to complete all the sidequests to get any type of ). Donation pokemons are those pokemons which can only be obtained at certain times. You have to donate $10 through paypal and message Patrick in-game to get them/their promo codes.
 

There is male pikachu in Pokémon Vortex. You can evolve any gender of pichu to pikachu after getting it to 3 hearts/happiness. Therefore,you need to win 35-76 Battles to get one heart. Its alot of hardwork.

Well yes,it is possible.People work hard on their pokemons by either way.They battle training accounts many times and then get to millions of exp. Other people bot to get exp which is illegal and those kind of people get their account banned. Check ign: -Krown- . This guy used to bot and got banned and the results are clear. It depends on how you rate them.For example,You might rate them 5m and others might rate em 1m.
But the varying rates range from 1-6m.
