Breeding could be an interesting mechanic, although I'd not be sure how it'd work.
Would Shadow Pokémon always breed new Shadow Pokémon? It's something to think about.
 
It's currently not in the works, or at least it's not public knowledge that it's being worked on.

Now I'm not a staff member of Vortex, so I realize my voice isn't very strong in this scenario.
However, knowing previous cases similar to this one, I know the result/answer.
A ban for cheating, no matter what the cheating is, will be a permanent ban. This cannot and will not be undone.
 
I believe (note: believe, I'm not certain) it's allowed to make a new account and play with that. Your old accout, however, cannot be used again.

As far as I know the only thing you get for completing the full Pokédex, or even part of it, is honour.
There's no physical prize, and the honour is as big as you make it yourself.

Mr. Rime is a Pokémon from the Galar region, a Pokémon from the 8th generation of Pokémon.
These Pokémon have not been added to the game.

Mr. Rime was available for a short period as an event Pokémon. That event has now ended.
However, it will be available as a standard Pokémon in the future.
This will likely be when all Pokémon from Generation 8 are added.

The features have not yet been released.
It's not currently known when they will be released.

The fact you found an Entei confirms you can find Legendary Pokémon.
You can find them, but they are still very rare. With bad luck, it may take a few hours to find a single one. It's all a chance.

Points on your profile and seasonal points are different from each other. They both have a different way of gaining them.
Standard points look at everything you have, including what you've caught and trained before a month starts.
Seasonal points only look at things you've done in that month. What have you caught during that month, and what have you not? How much EXP did you gain during that month only?
The way you gain the points is different as well. So standard poitns are not a good way of checking how well you're doing in the seasonal leaderboard.

With how commonly it has appeared for me so far, in addition to the level it appears at, suggests to me that on Vortex it is currently treated as a common Pokémon.

Currently, there is no way to fuse the Cells into one of the other forms of Zygarde.
This was once possible, but only during an event.
At this time, you can catch Cells in the wild, but not fuse them.

Your profile says you can find them, which means you can really find them.
Legendaries are legendary for a reason. They are hard to find. You just haven't had the luck.

Pikachu cannot normally be encountered in the wild. It must be evolved from a Pichi with high happiness.

To my knowledge breeding is currently not a planned feature.

If I recall correctly, there's a held item you need to hold (Destiny Knot maybe) to make it certain you pass on 3 IVs from a parent.
I used to know it better, but it's been a little while since I last did competitive breeding.

A quick search on Bulbapedia or Serebii on how to pass on IVs when breeding should being up the answer.

Stats do not matter at all.
All Pokémon have an HP stat that's 4x their level (5x if Shiny).
The damage a Pokémon deals is dependent on the move's power, and the level of the user. A Dark Pokémon would add 25% to this damage, and Metallic Pokémon take 25% less damage. There is no other stat that affects damage.
Due to that, a Lv 100 Normal Seel using Surf would deal the same damage amount of damage as a Lv 100 Normal Primal Kyogre.
Similarly, a Lv 50 Normal Charizard (Mega Y) would deal the same damage using Flamethrower as a Lv 50 Normal Tepig.

Banned users can come back, but only if they make a new account.
Banned accounts cannot be unbanned.
If a new account is created, a user is able to start from scratch and show that way that they will not use any bannable offenses.

Only Pokémon with immunities never take damage from Training accounts, because they have immunities.
For other Pokémon, such as Charmander, you're only likely to win when Charmander gets close and is at Level 100.
Until then, I recommend having the non-immunity Pokémon (such as Charmander) in the first team slot, having an immunity Pokémon at Level 100 behind it (such as Fearow), and battle against the training account for that immunity Pokémon.
Charmander would then be KO'd quickly, for you to finish the battle with the immunity Pokémon. Repeat this a decent amount of times, and your Charmander will be at a high level.

Ice Stone cannot be purchased in the PokéMart, unlike the other evolutionary stones.
It's only available via Sidequests, in Alola, which takes a lot of time to get to.
This makes it a very valuable item.

I don't believe such an option exists on the Forums.
However, you can request for a moderator to delete it for you.

I don't expect held items to become a feature.
As for what is known, there is no information that this will happen, or is being considered.

Some of the other forms do not have their official name either, such as Trash-Cloak Wormadam being Wormadam (Steel).
The Genesects have this too.
It's some that that hasn't changed in recent times, but I suppose bringing it up again could make it work.
I personall would like to see the official names of the forms as opposed to the 'incorrect' ones used in Vortex.
