    It depends upon which time of the day you evolve 
    For example your rockruff can evolve in lycanroc(midday) from morning 7:00-17:00 and 18:00-19:00
    It can evolve into lycanroc(dusk) from 17:00-18:00
    It can evolve into lycanroc(midnight) from 19:00-7:00 depends upon time in you time zone

    No you cannot catch an ultrabeast with master ball 
    you can only catch ultrabeast with beast or vortex ball
    Try to get them from sidequest(alola sidequest I got 10 of them) or from pokebay auctions (costs nearly 1million)

    It's true you would get treecko in wild overgrowth during day and night and squirtle both in day and night in shore's end
    I got many treecko(but caught only one) in wild overgrowth
    sometimes it happens for some pokemon like I was searching for squirtle for a long time still I did not get but I saw my friend getting squirtle in 5min but he did not get treecko.
    So keep searching you will get soon
