    how are pokemon that cant be caught by certain pokeballs yet happen? I found a trainer who catches literally everything with moonball and sphex catching everything with a dive ball? I few days ago I realised I caught a dark camerupt with dive ball

      A somewhat different Poké Ball that works especially well when catching Pokémon that live underwater. Does that mean it can work with normal pokemon but the rate is lower?

      Such a rule does not exist.
      A feature that's really wanted by players may not be wanted by the developers.
      It may be really hard to implement or upkeep. The devs can also see the likely long-term effects of a certain feature, or are against it due to it not being in their vision for the game.
