There is no way to catch a primal kyogre or groudon u just have to catch a groudon and kyogre and use red orb for groudon >>>> primal groudon and kyogre >>>> kyogre primal . But it's very difficult to get a red orb or blue orb though because they are very rare .

2 ways to get them if you have a lot money then buy from pokebay otherwise you have to do sidequests and if you are lucky then you will get a red orb or a blue orb after completing hoen sidequests ( note ÷ they are very rare so it depends on luck ) and we can only get them in hoen sidequests completion prize
