Just hear me out. What if there were an item that you could buy in the Poke-store that allowed you to catch that Pokemon for 15 minutes at their 6th level? The limitation is that legendary Pokemon are not allowed to be included in the potion's effect.

It will be a bit hard to collect all the Pokemon, with at most three stages of evolution. That is three copies to keep in the poke-computer!
