No, it's not possible to have a Ninetales (Alolan) with both Confuse Ray and Moonblast.
The wiki is correct, however, if you feel an article may be outdated attack-wise, you can see all attacks a Pokémon can learn on the Pokédex page from the main site found here

They don't have titles, no. They are, however, listed in the credits section of the game. (Click "Thanks" at the bottom of any page to see the credits)
 
Generally we do not accept submitted artwork, we will seek it out ourselves and approach artists for their permission/help so to answer your question - It is unlikely we would take and use your submissions.

We used to have an art section on the forums full of threads that did just that.
Once upon a time before social media and the smart phone, forums used to be a simple and popular way for people to communicate. As this demand died down, we shut down a lot of the sub-forums due to declining activity and interest.
In short - yes you can do that if you want but just keep two things in mind;
- You cannot ask for real life currencies as payment (Pokémon Vortex items/Pokémon etc is fine)
- Based on previous reasons of shutting down the art sub-forum, you may not get much interest.

Fainting a Pokémon does not affect its rate of reappearing in the future.
As you said, Charmander is already a rare Pokémon, add on to that you’re looking for one of the two rarest variants - Shadow.

Any of the following actions will contribute towards the current season:
Catch a Pokémon Win a battle (wild or trainer) Evolve a Pokémon that was caught this season Train experience on any Pokémon (same as point two) Restore a fossil (same as point one) The current season is on day 17 and it doesn't matter when you start, everyone is entered as soon as they perform any of the actions listed above.
All seasons start on the first day of the month and run until the last day of the month. You can track how much time is left and your own rank by scrolling to the bottom of the Seasonal Leaderboard found in the members tab on the left of any page when you're logged in.

Seasonal unique Pokémon have to be caught this season. Pokemon you caught before this do not count.

It is the tag of the clan you are in.

As SofiX said, it's permission to personalise the advertisements you see on the top and side of the game as you play.
It is managed by Google and is required by us to ask you so the website is in compliance with GDPR laws.
You should only see it once through your entire session (on each device) and you will see it again if your browser is cleared of cache/cookies.

Thunder Punch is a base attack of Charizard (Mega X) so you need to have chose to replace your Charizard's attacks with the evolution attacks when mega evolving it. You cannot teach it Thunder Punch after.

However, when it comes to payments not going through, it's very unlikely to be something we can help with, we don't get told much of why a transaction fails/gets refused, it's something you would need to discuss with PayPal or your card issuer.

It is not a bug, it was purposely designed this way and this method of collecting/completing a Pokedex is called a "Living Dex".

Yes, it was an addition while the forums were down for maintenance. It's similar to the previous ranking system that only applied to how many posts you had except now there's more factors to it that contributes to your rank making a total of 14 ranks.
Posting, reputation, accepted answers on questions, upvoted questions and more are what is taken into consideration to determine your rank.
