I have a big problem in finding legendaries. i got access to legendary pokemons by completing all gyms, e4s, champions, battle frontier and maison. i searched many maps for legendaries even for 20 minutes. but i cant find them. why?

Guys pls help me.. i am a new player and i have a doubt about my pichu. My pichu is lvl 100 and the happiness is just lvl 1. So if i play more with my pichu, then will its happiness increase?
