Charmander is a starter, which are normally not obtainable in the first place. I like the rarity that the starters are now.
The fact that shinies add more difficulty to it makes it hard to catch indeed.
Shiny Groudon is more rare than Shiny Charmander, so you've had the luck you need in a sense. Just not exactly how you want it.

First of all, dude, killing a shiny groudon was real bad luck. 

Secondly, many people have complained that the rares, dare I say, rarely spawn. 

This is not due to the rates. It depends upon luck.

My luck is cool I find 3 latios and no bulbasaur, 10 darkrai and 2 rowlets.

Skill Issue if you're using hydro pump to catch a groudon.
