If it doesn't, then you missed a gym/battle frontier/elite4/champion. After you finish it, read this so that you can have a better idea about the encounter rates https://wiki.pokemon-vortex.com/wiki/Map_Encounter_Rates Remember, Legendary Pokemon are rare and depending on your luck they appear. Auke1993 Posted July 1, 2017 Share Posted July 1, 2017 To be able to fight Legendary Pokémon on the Maps, you need to: - Defeat ALL Gyms - Defeat ALL Battle Maison - Defeat ALL Battle Frontier Please realise that Legendary Pokémon are very rare. Even after completing the things stated above it may still take 20 minutes of searching to find one. You can confirm on your Trainer Profile whether you're able to find Legendary Pokémon or not.
