No, there currently is no way to trade anything for money.
The way to use money is through PokéBay.

You're allowed to have as many accounts as you want.
So yes, you could do that.

You need to be in an area of the Sidequests where there is a special magnetic field, such as Route 13 in Kalos, or the Chargestone Cave in Unova.
There's other locations as well.

Assuming you mean the in-game chat function of Vortex, the chat option is currently not visible for anyone.
It was (temporarily) disabled to save stress on the server.

This was only possible during the Christmas event.
As the Christmas event is now over, Diglett (Christmas) can no longer evolve.

You're suggesting accounts can be shut down. Besides an account being banned, I don't know how anything similar is possible on Vortex.

To be able to catch Alolan Pokémon or evolve into Alolan forms you have to be in Alola or have beaten Alola in the Sidequests.
If you've reset Sidequests, the game treats it as not having beaten Alola, as you've not reached Alola at that point. Therefore you cannot evolve into Alolan Raichu.

To find Alola Pokémon, or evolve into Alolan Forms, you have to be in Alola or haver beaten Alola in Sidequest.

At the moment there is none.
There doesn't have to be.

It sounds like you took a risk by allowing someone else to overhear your password.
If the result of this was that that person messed up your account, then there is unfortunately no way to undo it to my knowledge.
Please always be careful with your password, and do not tell it to anyone you don't trust.
If you must tell it to someone, make sure no-one can hear you speak or see where you wrote it down.

I made a video recently about how to get quick/easy EXP.
If you follow the instructions of that video, but only use as low level immunity Pokémon as possible (Level 6 is the best), you'll get a lot of money really quickly.

You can see the server time at the top of Pokémon Vortex.
If that time is between 7am and 7pm (7 to 19), it will be daytime.
If that time is between 7pm and 7am (19 to 7), it will be nighttime.

When V2 became V3, everything was reset. Everyone had to start from scratch.
From V3 to V4, everyone could continue with their V3 account.

Your brother likely had an account on V2, and didn't play while V3 was active.
This would mean he'd have to start from scratch.

The prizes per Region have not.

Starters have become more rare compared to what they were in V3.
Alolan Forms can be encountered and evolved into once you've reached Alola in Sidequests.

There are 20 different Vivillon patterns.
Almost all are normally available in-game.

You're likely mixing up your own time with server time.
The time an auction is scheduled to end is listed in UK time, so GMT. That's the time the Vortex server uses.
If you're a few hours away from that timezone, that's likely what caused the auction to 'disappear'.
It didn't really disappear. It ended without you realising it.

There's a chance to obtain Ice Stones after completing the Alola Sidequest.

In the Sidequests, you go through all regions in main and side games in the Pokémon series.
The magnetic fields in those games (such as Mt. Coronet in Sinnoh) are what you're looking for.

Alolan Vulpix is found at the Ice maps.
Also, to encounter Alolan Forms and to evolve into Alolan Forms, you need to either have reached Alola in the Sidequests or beaten it.

Before you log in, there's a 'PokéDex' button at the top of the screen.
That's the button you're looking for.
