I think moltres galarian is worth more because it is more wanted by the people, not only it's rarity. It is the same as the case in necrozma. All ultra beasts have same rarity, some are even less in Pokédex like blacephalon but still necrozma is worth more, why? Because it is liked by the community. Prices are also set by the people not only by the rarity. Zapdos galarian's value is further decreased because of the more of them in Pokédex. @foodviro2.0 is right that moltres galarian is worth more than zapdos galarian, I don't know the exact values but it is worth more.
