you cannot get a legendary unless you defeat the gyms of the region the legendary is from. eg. you cannot get rayquaza unless you defeat all the hoenn gyms

i think if g-max and z moves are to be introduced, then it should be pretty difficult to obtain like (idea) you could get a random z crystal after completing all of the sidequest

you get some poke faster than others (i think) like i find multiple manaphy, cobalion, cresselia in literally 10 min and i did not encounter a single rayquaza in hours
